Originally misidentified by a contemporary as an 1870 meeting of Council and pasted into a volume of press cuttings for that year. Individuals identified include (left to right): Robert Arthur Talbot Gascoyne Cecil, third Marquess of Salisbury (1830 1903), prime minister; George Carey Foster (1835 1919)
